Zambia's ZICTA Cancels Beeline Licence After Rollout Failures

Zambia's Information and Communications Technology Authority (ZICTA) has cancelled Beeline's operator licence with immediate effect, ending the Z-Mobile brand's run as the country's fourth mobile operator just five years after it won the licence in 2021.
The regulator announced the decision at a press briefing on Wednesday, September 16. The cancellation formally took effect on September 15, one day earlier, following a notice process that began on August 31.
ZICTA cited a list of unresolved breaches. Beeline failed to meet network deployment targets and minimum quality of service requirements set out in its licence, and it also failed to settle outstanding statutory fees owed to the state. The regulator concluded the operator could not meet the technical and financial requirements of running a mobile network.
The licence had carried clear policy expectations. Zambia awarded it to introduce a fourth competitor into the mobile market, with the stated goals of increasing competition, reducing costs for consumers and expanding digital inclusion. Beeline's path to launch was anything but smooth: the Covid-19 pandemic disrupted its network deployment, forcing ZICTA to grant several extensions to its rollout deadlines before the operator finally launched commercial services in 2024.
That launch came too late to salvage the licence. ZICTA issued a cancellation notice on August 31 and offered Beeline an opportunity to appeal. The regulator found the operator's response unsatisfactory and proceeded with the withdrawal.
The consequences for Beeline extend beyond the loss of the licence itself. Spectrum and numbering resources allocated to the operator have been withdrawn. ZICTA said outstanding fees incurred during Beeline's period of operation remain payable and will be pursued through legal and administrative measures.
For consumers, ZICTA has set out a refund pathway. Z-Mobile customers will be eligible for refunds of unused airtime, and other outstanding financial liabilities will be managed with the Bank of Zambia in the coming days.
The case marks a rare instance of a sub-Saharan African regulator revoking a national mobile licence outright rather than continuing to extend deadlines or broker a sale of the asset. ZICTA's willingness to act follows years of forbearance, during which the pandemic provided a plausible basis for repeated rollout extensions.
The cancellation returns Zambia's mobile market to three operators and removes the competition and pricing pressure the 2021 licence was designed to create. ZICTA has not said whether it plans to re-auction the recovered spectrum, leaving open the question of whether a fourth entrant will get another chance.
ZICTA said it will coordinate with the Bank of Zambia on outstanding liabilities in the coming days, while unused airtime refunds for Z-Mobile customers remain the immediate consumer-facing priority.
