The story

Telkom Indonesia has signed a memorandum of understanding with China Unicom Indonesia Operations to jointly develop digital infrastructure, connectivity and technology solutions for enterprise customers in the Indonesian market.

The agreement, signed on Monday, brings three of Telkom's operating companies into the collaboration: mobile operator Telkomsel, wholesale fibre player InfraNexia and tower provider Mitratel. Together with China Unicom, the four units will develop products, services and business opportunities for enterprise customers in Indonesia, and explore access to the global market.

The MoU specifies five focus areas: data centres, AI, 5G solutions and use cases, connectivity and IoT.

For Telkom, the commercial logic rests on combining its domestic assets with China Unicom's international reach. The Chinese operator's global ecosystem network comprises almost 5 million 5G base stations and more than 670,000 km of subsea cables, reaching over 1.2 billion users. Telkom brings its own infrastructure footprint, customer ecosystem and local market insights to the table.

Telkom network director Nanang Hendarno framed the partnership as a strategic step for Telkom Group to strengthen the foundation of its national network as demand for digital services increases.

"Through this initiative, we want to increase the capacity and reliability of our digital telecommunication ecosystem, so that we can present an increasingly optimal experience and service to support enterprise customers in Indonesia," he said in a statement.

The partnership arrives as Indonesian enterprises push deeper into cloud adoption, data localisation and digital transformation, trends that increase demand for both data centre capacity and reliable international connectivity. For China Unicom, Indonesia represents one of Southeast Asia's largest digital economies, with Telkom's group-wide assets — spanning mobile, fibre, towers and enterprise distribution — offering a route to enterprise accounts it could not easily reach alone.

The MoU is exploratory rather than contractual: it commits the parties to identifying business opportunities across the five named areas, including potential access for Indonesian enterprise services to global markets through China Unicom's network. It does not, on its own, constitute a commercial deployment agreement.

What the deal could deliver in practice depends on which of the five workstreams moves first. Data centres and connectivity are the most immediate candidates given both operators' existing assets — Telkom's domestic fibre and tower infrastructure, InfraNexia's wholesale fibre business, and China Unicom's extensive subsea cable network. AI and 5G enterprise use cases are likely to take longer to translate into concrete offerings.

Neither party disclosed financial terms, investment commitments or a timeline for converting the MoU into binding agreements. The next observable milestone will be whether the two operators announce specific product launches or joint commercial offerings for Indonesian enterprise customers in the coming months.
