Why it matters

  • The WSL Championship Tour event at Cloud 9 runs through November 10 and is the first hosted by the Philippines.
  • Smart identifies Cloud 9, Siargao Airport, Siargao Seaport and other strategic areas as 5G build targets.
  • Selected Smart Unli 5G event offers start at PhP90 for three days, with unlimited 5G and non-stop 4G data.
  • The annual event concentrates demand for about two weeks, so capacity must support a 12-month tourism cycle.
  • Smart cites Ookla’s Best Mobile Latency and Best Mobile Video Experience awards but gives no scores or measurement periods.

The story

Smart Communications is expanding 5G coverage and capacity across Siargao Island for the World Surf League Championship Tour at Cloud 9 in General Luna, an event running through November 10. The Philippines hosts the Championship Tour for the first time. Smart, the wireless arm of PLDT Inc., is the event’s official telecommunications partner.

The build extends an existing network rather than starting from zero. Targets include Cloud 9, Siargao Airport, Siargao Seaport and other strategic areas around the island, concentrating on the contest site and the entry points where most visitors arrive.

Smart has not disclosed a site count, coverage radius, capacity increase, subscriber total or throughput figure, and the announcement names no equipment supplier. Scale remains unquantified.

A deployment timed to peak tourism

The upgrade responds to demand that Smart expects from athletes, media practitioners, content creators, spectators, residents and local businesses as the competition draws a connectivity-intensive crowd to Siargao.

Smart First Vice President and officer-in-charge Lloyd R. Manaloto said:

“Siargao is an important tourism destination, and we are committed to supporting its continued growth through reliable connectivity. By further enhancing our 5G network in key areas, we are building on our established presence on the island to support the evolving needs of residents, businesses, and visitors who drive its local economy.”

Manaloto connected the upgrade to the WSL relationship:

“Our partnership with the WSL Championship Tour is another opportunity to help deliver meaningful digital experiences to athletes, visitors, and local communities as Siargao welcomes the global surfing community.”

Siargao’s events calendar is seasonal, and its population swells sharply around competitions. A network sized only for the surfing event would stand largely idle for most of the year, making the two-week peak one part of a 12-month capacity requirement.

Reliable mobile data supports digital payments, accommodation and transport bookings, real-time communication, work while travelling and immediate posting of visitor experiences. Smart also presents connectivity as a tool for tourism-facing businesses to keep transactions moving and customers engaged.

What does the expansion change for residents and visitors?

For residents and visitors, the practical change is broader 5G reach at Cloud 9, the airport and the seaport, alongside event-period data packages and smartwatch connectivity for eligible postpaid customers. Smart publishes no subscriber or throughput target for the rollout, so its scale remains unclear.

The commercial offers include:

  • Visitors with 5G-capable devices can choose among selected Smart Unli 5G offers during the event. The packages start at PhP90 for three days and bundle unlimited 5G data with non-stop 4G data.
  • Postpaid customers can use Smart Device Link, which shares a primary mobile number and plan with a smartwatch for calls, texts and mobile data even when the paired iPhone is out of reach.
  • Customers who take selected offers at designated Smart booths and partner stores in Siargao may receive freebies. Smart has published neither the list of participating stores nor the freebies themselves.

Performance claims in context

Smart places the Siargao build within a broader national investment in mobile connectivity. It cites network intelligence firm Ookla’s recognition for Best Mobile Latency and Best Mobile Video Experience as evidence of a focus on network performance and user experience.

The announcement provides no Ookla scores, measurement periods or subscriber scope for either citation. Neither award, as described, directly measures the coverage or capacity added in Siargao.

For a venue-abundant archipelago, latency and video experience offer a more relevant test than raw coverage claims. They bear directly on whether live broadcast cuts, streamed run replays and video calls hold up under concentrated demand.

A global audience meets an island network

The Championship Tour is the top level of professional surfing, rather than the regional competitions previously staged in the Philippines. Its arrival brings an international audience, a broadcast production, and travelling athletes and media to one break in General Luna.

That concentration places an unusual load on local infrastructure for two weeks each year. Connectivity becomes most visible when it fails during a live window, while athletes, media, content creators and spectators place simultaneous demands on the same mobile system.

Philippine telecom operators have spent years rebuilding capacity across tourist and regional destinations. Siargao now tests that work against concentrated demand, a demanding international audience and a fixed event deadline. Smart must support the championship without compromising the year-round service its investment case assumes.

Smart has not published a completion schedule, capacity figure or further investment timetable for the wider Siargao build. The immediate test runs through November 10: whether the expanded network sustains usable latency and video performance under the event load, then supports residents, businesses and visitors after the competition leaves.
