The story

LiveOak Fiber will start construction in the coming months on an expansion across Chatham County, Georgia, that will ultimately reach 25,000 homes and businesses in Garden City, Bloomingdale and Georgetown, with completion expected in early 2027.

The build extends a network that currently serves The Landings, Tybee Island, Ardsley Park, Sandfly, Bacon Park and Grove Park, according to a company press release. LiveOak Fiber was founded in 2022 with funding from InfraRed Capital. In April, the operator secured a $425 million credit facility from Oak Hill Advisors and Palistar Capital to support continued network expansion across the Southeast US.

LiveOak's project was one of several US broadband deployments tracked this week by Light Reading's Buildout column, with new construction and service launches collectively reaching more than 63,000 locations nationwide.

Comcast extends reach in Florida and Pennsylvania

Comcast activated broadband service for 2,300 homes and businesses in Clay County, Florida, covering areas in and around Clay Hill, Green Cove Springs, Keystone Heights, Kingsley Lake, Lake Geneva, Middleburg and Penney Farms. Construction continues on an additional 600 locations, slated for completion by the end of 2026. The Clay County build received partial grant funding from the state of Florida.

In Pennsylvania, Comcast finished a network expansion in Washington County that now connects 2,300 previously unserved homes and businesses. The county awarded the project grant funding through the American Rescue Plan Act (ARPA), the federal stimulus program that has become a significant funding source for rural broadband projects.

Spectrum hits rural milestones in three states

Spectrum completed network upgrades tied to its multi-year, multi-state rural construction program in parts of Maryland and Florida, while launching service in Indiana.

In Somerset County, Maryland, Spectrum expanded to 1,300 homes and businesses. The $12.5 million project drew more than $10.3 million in state and county grant funding, with Spectrum investing an additional $2.1 million — a subsidy-heavy funding mix typical of rural builds where private capital alone rarely pencils out.

In Polk County, Florida, Spectrum said it has passed more than 10,000 homes and businesses, a milestone that comes as the county expansion nears completion. To mark it, Spectrum awarded a $50,000 digital education grant to Junior Achievement of Tampa Bay. The company said the grant "represents a five-year partnership between Spectrum and Junior Achievement of Tampa Bay, supporting immersive financial and career-readiness education for approximately 25,000 students each year across Polk, Hardee and Highlands counties."

In Scott County, Indiana, Spectrum services went live for more than 1,700 homes and businesses in previously unserved and underserved areas, including what the company described as "locations near Blocher."

Kinetic, GoNetspeed, TDS add fiber

Kinetic said its fiber footprint in Concord, North Carolina, grew by nearly 23% over the last year. The company added more than 7,800 fiber locations, bringing its total reach in the region to more than 38,000 homes. Kinetic planned community events from September 28 to October 5 to mark the milestone. The operator is a subsidiary of Uniti Group, which completed its merger with Windstream in August 2025.

GoNetspeed's network is now live in initial service areas of Kittery, Maine. The company began construction in the York County community this summer, investing $1.7 million to reach 2,600 homes and businesses. GoNetspeed, currently backed by Oak Hill Capital, is set to be acquired and combined with Greenlight Networks through a $2 billion joint venture between T-Mobile and Oak Hill Capital announced earlier this year. That deal is expected to close in 2027, tying the regional fiber operator into T-Mobile's growing fixed-access strategy.

TDS Telecom has started construction on a fiber build in Beaver Dam, Wisconsin, in Dodge County, that will reach an estimated 10,000 homes and businesses when complete. The project forms part of TDS' broader expansion in central Wisconsin, including Ripon, Waupun, Lomira, Horicon, Brownsville, Juneau, Mayville, Burnett, Kekoskee, Minnesota Junction and Iron Ridge. TDS, a subsidiary of Telephone and Data Systems, has funding from Oaktree Capital Management.

With LiveOak's Chatham County build running into early 2027 and GoNetspeed's acquisition by the T-Mobile–Oak Hill joint venture expected to close that same year, the wave of grant-funded and private-capital fiber construction across the US shows no sign of slowing.
