Why it matters

  • Chunghwa Telecom Global, Guatemala launched in Guatemala City on October 1
  • The unit extends Chunghwa Telecom Global, which has operated in the US for more than 20 years
  • Chunghwa will sell connectivity, 5G private network, data centre and cybersecurity services across Central and South America
  • On the same day, Taiwan's ambassador Vivia Chang and Chunghwa VP Pai Ming-cheng signed a backup data centre deal for Guatemala's Ministry of Public Finance
  • Chairman Alex Chien is leading the regional expansion from the new Guatemala City base

The story

Chunghwa Telecom opened a Guatemalan subsidiary on October 1, extending its enterprise ICT and cybersecurity business from North America into Latin America and the Caribbean for the first time.

The new unit, Chunghwa Telecom Global, Guatemala, builds on the operator's US-based Chunghwa Telecom Global division, which has delivered connectivity, data centre, mobility, 5G private network and systems integration services in North America for more than 20 years. Guatemala City will now serve as the carrier's southern regional base for ICT and cybersecurity sales across Central and South America.

Why Guatemala?

The operator pointed to two structural arguments. The country sits along the north–south corridor that connects Mexico to Panama, giving it natural reach into both Central and South American markets. Guatemala is also one of Taiwan's diplomatic allies in the region, and Chunghwa said it wants to reinforce that bilateral relationship through commercial ICT investment.

The carrier added that growing local investment in digital transformation is creating fresh demand inside the country for managed connectivity, data centre capacity and enterprise cybersecurity services — the same product set it has run from the United States for more than 20 years.

What does the Guatemala subsidiary sell?

The new unit will market the same integrated ICT and cybersecurity portfolio that Chunghwa Telecom Global runs in the US:

  • Connectivity services
  • Data centre capacity
  • Mobility services
  • Private 5G network design and deployment
  • End-to-end systems integration

Chunghwa has not yet disclosed staffing levels for the Guatemala office, regional revenue targets or commercial customers beyond the signed deal with the Guatemalan government.

Who is the operator pitching?

The carrier named two distinct target segments at launch:

  • Taiwanese enterprises expanding into Latin American and Caribbean markets
  • Local Guatemalan ministries and enterprises, including those running digital infrastructure rollouts

The second segment already has an anchor project. On the same day the subsidiary launched, Taiwan's ambassador to Guatemala Vivia Chang signed a separate agreement with Chunghwa Telecom International Business Branch vice president Pai Ming-cheng to back a resilient backup data centre for Guatemala's Ministry of Public Finance. The deal gives Chunghwa a flagship public-sector reference customer inside Guatemala on day one.

What did Chunghwa's leadership say?

Chairman Alex Chien framed the move in regional terms, saying the Guatemala base lets the operator provide integrated ICT and cybersecurity services to governments and enterprises across Central and South America. The carrier separately said the unit would help Taiwanese businesses pursue opportunities in Latin American markets while deepening cooperation between Taiwan and its diplomatic allies in the region.

What happens next?

Chunghwa Telecom Global, Guatemala is operational from October 1 and will now focus on staffing, securing local regulatory licences and arranging carrier interconnects before scaling into commercial sales. The signed backup data centre project for the Ministry of Public Finance is the first concrete deliverable, and the carrier signalled it expects the Guatemala unit to function as a springboard for additional regional enterprise ICT and cybersecurity wins as Taiwanese enterprise spending across Latin America continues to grow through 2025 and 2026.
